the OEM fog lights in California is to raise a leg of the fog light
relay so that the fog lights can stay on with the high beams. This fills
in the area underneath the high beams to put more light overall onto the
ground in front of you (useful when off-roading). Just remember not to
run fogs and high beams at the same time once you cross the state border
:-).

It is unlawful to have your Fog Lights ON with the High Beams. Period. It is
also stupid because if there is fog, the hight beams should not be used. I
can pull the code for you, or you can take my word for it. Fog Lights in
California are considered Auxiliary Lights, and they are only allowed to be
used with Low Beams. Mine can come without the low beams, but I got a
talking-to for doing this. It is unlawful.

It may be common practice, but it is an illegal common practice. Rolling
through a STOP sign is also common practice, but do not make the argument in
court that everybody does it.
