Are they steal? or aluminum? if steal, just take the wire brush to them, a
bit of sandpaper then prime them (I usually just use tremclad for this) then
Just spray them with your choice of regular automotive paint. As for the
centers, you could try lightly sanding them down with 180 or 220 grit and
paint them as you wish, or you might just want to look around on ebay for
used centers. Just beware that some centers will not work with some wheel
styles.
