Jeep started doing that back with the first YJ's and the XJ. They made
the bottom fan switch speed 1 so you have to use the climate controls to
actually shut the fan off.

This helps maintain a positive pressure in the vehicle and keeps fresh
air coming in. I suppose it helps keep exhaust out too.

I get around that by having a dead resistor pack (which I still haven't
found, but then I haven't looked very hard). Anything but 3, and the fan
turns off. :)
