I think he missed it Bill.
You are referring to matching the axle center height with the tongue
right.
I have seen a bunch of and even have a lowered hitch adapter that fits a
2" receiver to pull a low trailer properly.
If the tongue angle is too steep, it throws the center of gravity to the
rear and the trailer will wag the tail of the tow vehicle big time. You
'really' gotta watch that on a short wheel base vehicle.
You can shift weight with a load to a certain point, but still....
