Felony or not depends on the amount of damage and the jurisdiction. In
Colorado I don't think you can have a felony on just property damage under
$500. It's for sure a crime though. They can scrape some paint off your
bumper and alert the body shops to look out for a Toyota that color coming
in for body repairs. If this person is playing bumper cars all over town
they will for sure catch her in time.

Report it to the police. It was a hit and run on property.

You are not required to report it to your insurance unless you want them to pay. How
much is your deductable, how much may your rates go up, and how much is a new bumper?
If you have a stock bumper you can pick one up cheap. If its a fancy rear swingout,
well, that will be spendy to replace, but maybe still cheaper than going thru your
insurance in the long run.

Personally I would report it to the cops and suck it up and either live with the dent
(if its not too bad) or replace the bumper - maybe with a used one.

Report it to the police. It was a hit and run on property.

You are not required to report it to your insurance unless you want them to pay. How
much is your deductable, how much may your rates go up, and how much is a new bumper?
