Have him ship me the entire vehicle and I'll dispose of it properly. I'll
even pay shipping. ;-)
Epoxy or fiberglass patch should work fine if it's a fiberglass tank.

epoxy filled with colloidal silica is best
polyester resins doent 'stick' as well to old fiber glass as well as epoxy.
