Fuel Injection Conv. can't pass CA. smog - any ideas, need advise

'88 YJ, 4.2L, conv to FI, Mopar kit, C.A.R.B. approved, despite 3 attempts cant pass smog, despite new O2 sensor and Cat. Conv. Anyone with similar problem, how did you fix it. Need advise.

Did you drive it for twenty minutes with al least a 195 degree
thermostat, so as the new catalytic converter will reach sixteen hundred
degree to do it's job and chemically change pollutants like carbon
monoxide (CO), hydrocarbons (HC), oxides of Nitrogen (NOx) and
particulate matter (PM) into harmless substances like carbon dioxide
(CO2), nitrogen (N2), and water vapour (H2O):
