If you ask, they'll tell you they're "saving money". Of course your
time cost them triple the price of a new part but that's OK, it's from
a different budget. It's unbelievable how companies will waste money
shifting expenses so that some manager will look good.

plate and build a complete aircraft around it, the FAA will consider it to
be the original aircraft.
