I've had good luck with Armorall and a similar, silicone based product
that claims to restore flat black surfaces.
I can't remember the name of the "black restorer", but I bought it in
the wax section of a local Advance Auto parts store. It was either a
Mother's or Mequires product.
I just let all the products soak in and wipe off the excess.
