Hi Mike,
Danny, could have some big problems if the emergency brake lever can not
return to it's park possition, allowing the shoes to set on their anchors:

Yes, at this point he might need to dismantle the rear brakes to reset
the lever or star wheels into their slots. Just depends on how far
everything pulled apart when he 'adjusted' the cable.
