Water has gotten in the hazard switch likely and corroded or seized it
out ot up. I used to have CJ non-tilt column with a combined turn signal/4-way switch in my Jeepster. I experienced a similar problem with the brake lights and traced it down to a broken 4-way flasher switch, the pull-out type on the column. I found if i pulled it out 1/8 inch it was fine, so i drilled a hole in the plastic pull and stuck a cotter pin through it. I was still functional 2 years later when I changed the whole column.
