I agree that replacement is the best idea.
I wouldn't try to clean them by soaking them in a solvent as the material is
stuck onto the metal with glue.
When brake shoes were rivetted and made out of asbestos, I used to paint the
spillage with petrol then set fire to them - the flame burnt off the brake
fluid. Wouldn't try that now either.

Here is a follow up. Decided to just clean up the shoes on the
skidding side. It worked, now it skids on the other side but not as
easily. As soon as I get a chance I'll clean up the other side which
I know I left a bit contaminated as well. Thanks again for the advice.
