We could bend the arm so the blade would lay flat on the sill, like
passenger cars and wannabees, buy why? It would weaken it so that the
squeegee action wouldn't work as well in one of the directions.

I believe so. I am 99% sure the TJ arms will hit so have to come off.

Yep.

My TJ is very nice, but if it was feasible, I would revert the wiper
design, and put the turn signals back on the grill.
