I have the "check engine" light on in 99 TJ and I don't seem to be
able to get the diagnostic code going through the
on-off-on-off-on-off-on procedure. Is there a different way of
getting it with this year car?

 

That's way you do it, maybe you didn't let to odometer light, then
complete the sequence within five seconds:
http://www.wjjeeps.com/faultcodes.htm Ninety nine percent of the time
it's the cap bind before it could make an air tight seal.

DC in all their brilliant thinking took that out of the '99 TJ, it does work
on '97 & '98. You will have to take it down and get it read.
