No ... but Eisenhower didn't turn it into a full blown war either ...
there's also enough to argue that Kennedy may well have pulled
everyone OUT of Vietnam before it became "war" (for lack of a better
term) so I won't blame him directly either. Kennedy died so we'll
never know for sure.

LBJ however can take full blame for the escallation that happened
under his watch.
