Has anyone had any luck changing the air intake on the hood to something
else and getting the leaks to stop?

When I built my CJ7, I used RTV silicone at the top of the air scoop.
No leaks, but...
I had 'professionals' change the glass in my windshield to a new frame
and it leaks everywhere possible.

Uhm, on the bottom there is a rather big hose going down, when
leaves/mud etc get in there it does drain anymore an you might get
water in the interior. clean the intake and especially the drain and you
should be ok.

Are you sure that it is the cowl vent and not the windshield-to-cowl
rubber, or the windshield glass seal? Either one will dribble water down
your dash.
