Yeah, good point. Once upon a time CB channel 9 was used _mostly_ for
emergency traffic with a minimum of chit-chat by mutual agreement, and a
lot of people monitored it by default. You could call on 9 and switch to
some other channel for a longer conversation. Then it became a violation
to use it for non-urgent purposes, and it went quiet 99.99% (number from
out of my ***) of the time. Result: nobody monitors it. Typical result
of trying to legislate ordinary behavior.
