I think most people use a reg. GP antenna. I've used both on my TJ and
don't see any difference in performance between the two. A TJ is not an
ideal surface to mount a transmitting antenna anyway, so it's already a
compromise.

You have to be carefull with non groundplane antennas
Most are for boats which are tuned with the water below in mind.
The water is the ground plane
My Argo is mostly plastic and have been there.
I did find a good/true non groundplane ant although the brand name
eleudes me at the moment.

I went with a mirror mount antenna that doesn't need a ground plane and
have a good coverage.
I also have seen the cheap radio shack windshield mount ones work very
well to my surprise.
