93 Jeep Wrangler YJ - lift, tire, wheel, etc. questions

Hi! I've just bought my lifelong dream recreational vehicle... a 93
Wrangler... 6, 4.0, stock rims, black

I really want to lift it and get some new tires, but I'm not wild
about buying new wheels/rims. Before I lift it, what size width and
height tires could i buy with stock rims? When I lift it, say this 4"
suspension lift or 3" body one (http://www.roughcountry.com/
jeep_yj_suspension_lift_kits.html) what size tires would I be able to
fit on stock rims without much adjustment? Budget is tight right now,
so I'd like to get the most bang for the buck. i go offroading on the
beach.

Anywhere you recommend buying tires from online?

Any good install shops for the lift in the east cost MA, RI area? Any
idea how much I could expect this to cost?

I should also point out that it already has 31x15x9.5 tires on it.
Will those rub off road? Lastly, what are steering stops?

Suspension lift, body lifts look ridiculous and will separate in an
accident.

By which I presume he means:
Do a suspension lift
body lifts look ridiculous and will separate in an accident.

the 31s are the biggest that will fit stock.
