Off at a cottage soaking in a hot tub. :-)
If it isn't a reversed filament, maybe the person who wired it forgot to
connect the ground for the running lights so they are trying to steal it
through the brake and signal filament.
The running lights ground through a wire and the brake/signals ground
through the fixture bolts to the body.

The interior lighting ground is a black wire that comes off the
headlight switch and screws to the back of the dash just below the
steering column. The headlight switch is also the dimmer for the dash
lights.
