'79 CJ7 RPM issue

My friend have a '79 CJ7 with a 304, Edelbrock 4 barrel. The engine
starts and runs well. The problem comes at 3000 RPM. When cruising
down the road or sitting in the driveway the Jeep will accelerate fine
up to 3000 and flattens out like it has a governer. With some
feathering of the throttle you can go past this dead spot up to 4500
+. When we got the Jeep it had this problem. The previous owner had
an electric fuel pump in series with the mechanical one (two pumps).
The 4 barrel linkage was missing and some cobbled up copper wire was
in its place. The 4 barrel appears to be fairly new and we got the
right linkage from Edelbrock. The four barrel kicks in and the carb
appears to be working like it should. We removed the two existing
pumps and installed one electric pump sized for the carb specs (5 psi
max). we removed the tank and clean it. Replace all fuel and vent
lines with new. It doesn't seem to be starving for fuel. The
distributer seems fine as far as play. It's set at about 10 degrees.
The vacuum advanced seems to work and the diaphram is leak free.
Additionally, we replace the Motocraft ignition module (it look a
little fried). The next move is to replace the coil (he's already
bought one) and distibuter (probably try the pick up first). The coil
is a MSD unit and also appears new. I am not a big supporter of
replacing stuff to see what happens but I don't know what else to try.

Does it have an EGR valve? Does it do the same thing if you temporarily
block the vacuum line to the EGR valve? (do not do this beyond a short
test.) Does it do the same when fully warmed up as when cold?
