No it is not a scheduled timer, it is an error code.

I am wrong? The emissions timer goes off around 80K I believe. P0136 is simply "malfunction" of the O2 sensor. My guess is that the sensor itself is old. It lives in a very hostile environment, and must be replaced on occasion.
