2002 Jeep Grand Cherokee Laredo 4 liter automatic

2002 Jeep Grand Cherokee Laredo 4 liter automatic
Okay guys I need some assistance,
I have no illumination in the automatic transmission / Transfer case at
night.
I original assumed that the bulbs had burned out but when I removed the
console I found not bulbs but an electro-lumiscent panel.
I was unable to borrow a voltmeter but I was able to get a 12v test light.
There is power going into a "black box" that is between the wiring harness
and the electro-lumiscent panel. The output side of the "black box" did not
illuminate the tester but I do not know what voltage would be on the output
side.
Is there a way to test this "black box" or the electro-lumiscent panel?

Now Bill, I am sure there are drivers of American cars that are too stupid
to figure out how to put their vehicle in park. I might even be one of
them.
Any ideas on how to test the "black box" or the lumiscent panel?
