Could be, then if the OP makes too many right turns too fast, all
the fluid runs to the left side, leaving nothing for the right.
Probably takes off too fast from stoplights as well, so the fluid
heads for the rear.

That's way his taillights are working OK, I think he just has a clogged blinker
fluid filter. A standard muffler bearing tool can be used to change it.
