Why do you think you need that kind of antenna? (unless it's primary
purpose is to hold a flag for visibility like Bill mentioned) One of those
40 inch "Fire Stick" (or equiv.) works great!

I have two of these in a relay and they are mounted on top of my
hardtop. Gives me a total height of, let's call it 15 feet. I just
crimp small bungee cords around the tip and strap them down to a
convenient location in the bed or on the rails when I'm driving
on-road. This lets me garage park.
Never heard of a 4' rule other than at a gentlemen's cabaret.

They detune badly at highway speeds... but are about unbreakable otherwise.
If you are looking for something that will be in one piece, and work
regardless of the condition that's the aerial for the purpose. Wait until it
nails you in the bean after it hangs up in a tree limb.

i have a 96" marine whip on my YJ. quadratec.com sells a cb mount for
the spare tire stop. i used a heavy duty spring mount on top of that
from radioshack, so i can tie it to my bumper for offroading or whatever.
