Replace the headlight relay with a DRL headlight relay. Then use a factory scan tool Witech, Starmobile or Starscan to change the BCM country code from USA to Canada.

No problem. You might be able to get the relay cheaper after market. Standard Motor Products RY-457 or Wells 20360. You can also get it at the junk yard from most 1999 and newer jeeps. The relay has a heat sink fins on it. To change the country code in the BCM you will need the dealer scan tool, there is no avoiding the dealer there.
