Canada 94 won't start woes

I recently got a friend to swap the 4.0 engine out of my 1994 grand cherokee. It got to -15c and the next morning I could not start it. I swapped out the coil and still no start. It almost feels like it is flooded? but after sitting all weekend it still no start. I found this line--
any help would be appreciated thx,

I see on the picture that the vacuum line for the fuel pressure regulator is not connected.to the manifold. this will cause a way over rich mixture. try that first and post what happens.

I just don't know where that connects to, is it under the manifold?? Thanks for y our reply btw

I don't know exactly where it connects but it has to connect to manfold vacuum.
