Default Fenders Pass vers Drivers

On the TJ for example 2003 fenders - the passenger side rusts out right though on the top while the drivers side is all intact.
If you look on the pass side (underneath) there is an extra piece of metal under a small portion of the fender while on the drivers side it isn' t there. My question is why was it put there? Is there a good reason for it being there? I will be either replacing the pass side or having it repaired an will remove this piece if it has no reason for being there.
Same problem on the YJ and probably more too.

Originally posted on the 19th without even 1 reply. Figuring for sure someone that worked with Chrysler or on JEEPS would at least respond seems like a question no one has the knowledge to reply to. That said gives one a great feeling of what you might expect as you buy your new vehicle. Some questions will be without an answer.
