do all TJ rubicon's have Inline 6, 4.0L engines?

Yes.
In 2007 Jeep went to a 3.8 L, but that's used in the JK.

It should unless somebody did a swap for some reason. If the sticker says rubicon and has a 4 banger its not a ruby same as if the D44's and 4:1 transfer case are missing.

I can't really see anyone swapping out a 6 for a 4, but you can buy Rubicon decals all over the place.
