Yep.. initially set it then gave it a bit more to find the hole.
Then gave it a bit more to get to the next hole but that was starting
to go too far over the torque spec. The part is correct and the
hole/shaft clean so it couldn't be dirt.

Took another look at it and measured against the old one. The castle
nuts are the same but the old part has a chamfer around the hole and
the hole is just a teeny <1mm bit closer to the end. The only filing
I did was to ease the edges on the hole just a bit so the pin would
slide in. And on that note, the pin was also a bit bigger than the
old one.

I think it's one of those "close but not exact" parts.
The shoulder is set so there is no more that can be sucked in.
