I flat tow my CJ. It has 38" TSL's, SOA, 3.5" springs, +1" YJ shackles, D44,
D60. It does fine as long as I don't take a sharp corner too fast. I towed my TJ with 5" of suspension lift and 35" MTR's on it. I hardly knew it was back there. This towing was/is being done with my '02 F150 Supercrew w/tow package (2 wheel drive). My tow vehicle is an 85 Winnebago 25' "C". I rebuilt the 350 engine
w/goodies, and it's powerful enough to pull the Jeep. I've got good shocks on the RV. I'm going to try it again since the Jeep had a bit of wandering when I towed it and that has been fixed (alignment). I've strengthened the receiver on the RV to make it as safe as possible. The alignment and tightness of the front suspension is crucial. You are
towing it with the steering unlocked? You say that using a trailer will put you over the limit.
The way I see a trailer is, it might be some extra weight but, it will have it's own brakes. So the extra weight really isn't going to be that much of a factor for safety.
