What is the difference between an ABS axle and one without? Would an ABS
version work on a non-ABS Jeep? (refereeing to a complete axle)

Presence of "tone rings", and yes from what I've read.

Axleshafts from either are interchangeable with either.

The entire axle, or just the shafts?

The ABS version gets a part called a tone ring. The tone ring is not
recognized if there is no Speed Sensor. If you had no ABS before, you will
still have no ABS. If you formerly had ABS, it will be lost.
