The fact that they sported current license plates proves that New Mexico has no meaningful road worthiness inspection, as Colorado doesn't. In Massachusetts you could get busted for equipment violation for a bad taillight bulb, but here they drive around with smashed windshields, huge rust holes you could throw a basketball through, anything you can think of.
