I would avoid both places, one due to lack of talent and the other
due to high price and possibly lack of talent.

Try an airconditioning specialty repair shop, usually cheaper, faster.

Bad low pressure switch/relay can cause this, sometimes just dirt
on the contacts. Bad clutch or clutch relay also, but if the pressure
switch has tripped, you'll never know unless you jumper it. [which
is usually a good idea to start].

If you have a leak, a good A/C shop can fix the leak then evacuate
and recharge usually cheaper than a dealer.
