I would pull the lower joint off. If the bolt-less edge is too high, wedge
something between the frame and the joint to push it back into place. If
it's too low, carefully use a jack. Failing that, get a sawzall and cut the
bolt off inside the mount and let the joint drop out. Use a drift to get the
remainder out.

I have some tapered punches from Sears that I use to line up errant bolt
holes. perhaps that and Carl's jack/wedge would work.
