Dead canister is my main guess.

Mix screws really messed up is my second. (you only have one 'curb
idle' speed screw on the throttle linkage and one on the fast idle cam
not 'idle screws' like you mention) Did you set the mix screws down
front back 'exactly' where they were before the carb kit job?

Choke partially closed is my third.

The speed screw should be turned in a fair bit past closed throttle to
have a stable idle. All the way off means something is wrong.

If the plate is closed, it has some leakage that can be forced more
closed by hand turning the throttle hard which will drop the idle.

When the screw is backed off, the plate should be closed and the engine
should die.

I would first trace the PCV line to the back of the carb. There you
will find a T fitting or a solenoid unit. Trace the other line down to
the canister.

At idle pinch this line closed. If the idle changes, you have found the
trouble, the canister purge valve is shot 'or' you have the plumbing
wrong for the purge valve.

It only turns on via a ported vacuum signal and the CTO valve, so it
should only suck into the PCV when hot and at speed.

If that is ok, give me feedback on the other screws and I can likely
point you the right way.
