If you had a Pontiac 350 ci motor, you could get away with no smog pump,
maybe.

I owned a Firebird once with a 350 and there was no smog pump. I was
concerned that the smog nazis would take offense and make me get one, but to
my surprise they did not. Upon looking in The Book, the guy found that my
year of motor from Pontiac did not require a smog pump, but the same motor
in a Camaro did require the pump. I was floored.

In any case, the engine in the vehicle must meet EITHER the smog rules for
the engine, OR the smog rules for the vehicle, WHICHEVER is newer. If you
put an old motor in a new vehicle, the smog equipment must meet the rules
for the vehicle. If you put a new motor in an old vehicle, the smog rules
for the motor apply.

Your problem with the headers is not that they hug the block, your trouble
is that there is no O2 Sensor. In 1986, your Jeep had an O2 sensor that it
hasn't got any more because the headers will not accept one. Remember the
rules that the smog equipment must be the newer of that which came on the
car, or which came on the motor. By '86, pretty much all Americam cars had
an O2 sensor, and you will have great difficulty getting around that.
Perhaps you can find some CARB approved headers that are also a block hugger
design, then you could add the O2 sensor back in. The problem here is, what
will you plug the O2 sensor into? You apparently haven't got an approved
engine management system (computer), and this will be a significant hurdle
to overcome.

A 1995 Chevy 350 might be fuel injected, in which case you could avoid the
need for the smog pump. If the motor is carburated, I don't see much hope in
getting past the smog shop with a certificate in hand.

Me thinks you might want to take your windshield wiper motor over to a
friends house and install it onto his Jeep CJ7, then take that Jeep to the
smog shop. This is illegal, and if you do it, my name is Josh Nelson.
