Hi Greg,
Too much work. Just clean as well as you have time for. Wet sand, blow dry or let sit until you're sure the paint won't blow out a bead of water and ruin the job. Use a good epoxy enamel paint. I jack the wheel up so I can shoot the whole wheel and knowing I didn't miss a spot. And hand turning the wheel you'll fine you won't need to mast the tire off. Gasoline is the cheapest cleaner for removing any over spray on rubber tire. Never us gasoline to clean parts before painting.
