The cracking you hear is actually caused from expansion and contraction
of the ice. And yes, Michigan, and most other states, have requirements
of putting your name, address, and phone number on your shack. Some
bodies of water have a deadline for removing the shacks from the ice. I
believe in Michigan it is March 15. They also can move the deadline if
it appears the ice will become unstable before that. If your shack is on
the ice after the deadline, it is an automatic fine. If it goes through
the ice, be prepared for about a $3000+ bill for fines and extraction
from the DNR.

Going out on the ice isn't for everyone, but if you go with someone
responsible that knows the ice conditions, it is quite safe and can be a
lot of fun. We have had BBQs, parties, and such on Green Bay many times.
Not to mention the snowmobile, ATV and car races on the ice. Gotta make
the best of the cold weather until I move somewhere thats warm all the time.
