Dude....I work for Environment Canada....I'm gonna have to pass this one
along....but we're more likely to say that it's going to be quite cold with
a chance of fog, smog and the occassional heat wave.

The forecasters have the only job where they can make mistakes and still get
promoted!

My favorite is how E.C. does this:

"30% chance of showers" ...yup ...that tells me NOTHING at all. My neighbour
is a retired meteorologist and he told me that "showers" can mean anything
from serious rain to a 5-second sprinkle. Like seriously ...go out on a limb
and make a worthwhile prediction. I'd rather a completely off-the-wall but
wrong prediction than some vague generalization that there's a CHANCE there
could be a few droplets of precipitation or there's a CHANCE that I'm going
to be canoeing to work from the torrential downpour.

And that concludes my 15 second rant.

A 30% chance of rain means a 100% chance that 30% of the ground will
