Just had a similar situation with my 1998 Wrangler. Almost went to the
extreme of replacing the fuel filter. Thats inside the tank and you
have to replace the pump to. Do this first. Take it to autozone and
they will hook diagnostics to it free of charge. $100 at a dealer. Get
the codes and email back. It will more than likely say camshaft sensor.
Just get the codes and let me know. What the hell, it's free.

That exact problem was caused by a defective check valve in the fuel
pump of my 2000 TJ.

That's a good point about it blowing black smoke at start up...it does not.
That leaves me back to the check valve that holds the pressure when the car
sits. Is it in the fuel pressure regulator or is it part of the fuel pump or
is there 2 of them (that doesn't seem right though).
