That's the way I fill my AX15 - when it runs out the fill hole, it's
full. I did have one leak problem with mine when I swapped it in. It
came out of a Toyota 3/4 ton pu and the rebuilder left the plug in the
vent hole so it would blow out some oil as it heated. Put a vent tube
in and that crap stopped.

You are doing it correct, you must have other issues unfortunately.

The only way to check the fluid is to see if it comes out the fill hole.

Maybe the front bearing is also toast so the new seal gets blown out
right away?
