JEEP Jamboree... Are D-Rings acceptable as tow hooks?

No. That's not what your rule book says according to you, they want
tow hooks bolted via number eight grade bolts to your frame. SO...

it's the their event insurer that's dictating this. Try and get on a
drag strip telling them you don't axle retainers:

because you have Superior axles. Of course, sometimes they get away
without them and kill someone.
