Re: headlight will not turn off
 
Try pulling the circuit breaker and relay for the headlights,, I had a set
of driving lights that liked to do the mysterious on thing once and a while,
I found out it was actually the fuse and relay causing the problem. The
relay contacts would stick.

I've looked in the power distribution center under the hood and all I can
locate is the 30 amp fuseable link.

There is no relay in the headlight circuit, it's probably a bad
headlight switch where the contacts welded themselves together or the
switch mechanically failed so the contacts are touching.
