I would think it's just a matter of a relay. But then it would be
delayed all the time, right?? Unless you went about modifying the
switch and all. Not sure.

It probably isn't your wiper. I have an '03 with both tops and I hear a
noise like that no matter which top is on it.

I think it is the fuel pump. I've tried to find the noise myself and it
seems to be coming from the tank. It also seems to only happen after the
jeep has been off for some time- as if it is re-pressurizing the system
or something.

I Think Tom is right.ABS does that on start up.The vibration should be
in sync.with the pulse you feel on your brake pedal,no?-Hank.
