..."Tighten fuel rail mounting bolts and nuts to 11N.m (100 ft.lbs) torque.

Yowsa! 100 ft.lbs on a 10mm nut into the intake manifold? yea... ooookay.

Try 10 n.m == 8 ft.lbs

The 2000 TJ FSM calls for 49.2 plus or minus 5 psi at the test port on
the fuel rail.

If the pressure is below 44.2psi, check for kinked or blocked fuel
line. If fuel line is OK, check your fuel pump
