If there is NO reserve and a low starting bid its called fraud, if the
seller refuses to sell the item for the high bid no matter what it is. If
you want to reserve the right to cancel the auction if you don't get what
you want then set a reserve.

I have already taken action against one person on Ebay, he refused to refund
the $$ and admitted he sent the item to an unknown address .. He very
quickly gave a full refund once the US POSTAL SERVICE informed him of his
attempted mail fraud. (the means by which this item was to be sent).

Ok, I didn't even know that was there. With a dail-up i tend to avoid
buttons and movies.
I wouldn't use a feature like that for an auction, potential buyers may miss
it.
