Interestingly your article omits to mention how many equipped with GPS don't
get picked up. As GPSs don't work in underground car parks, shipping
containers or Faraday cages, the reliability is somewhat suspect.

In the UK, the process is that the alarm company alerts the police force
when you have confirmed it stolen. Specially equipped police cars (of which
there aren't that many) pick up the broadcast id of your alarm system, and
give chase. The thief usually trashes your car while attempting to evade, so
the local police told me.
