Can Trac-Lock be added aftermarket in a 2004 TJ w/ Dana 44 and a 3.73 ratio?

Yes it can be added but you'd be FAR better off by going with the gear-based
Truetrac limited slip differential for the same cost as what a Jeep dealer would charge to install the clutch-based Tracloc... which needs to be rebuilt periodically and takes an additive in th gear lube to make it work properly. The Truetrac (Detroit Truetrac) has no clutches to wear out and is far stronger and much more positive acting with regards to its limited slip abilities.
