97 Wrangler 4.0L Freeze Plug Question

The top freeze plug on the back of the engine block is leaking. Any tips on
how to replace? I've been told either remove the head or cut a notch in the
firewall. Also, should I go ahead and replace all the freeze plugs while
I'm in there? Do they often begin to leak?
